The Great Lakes Community Action Partnership, a non-profit agency that administers the Rural Community Assistance Program (RCAP) in Ohio, will offer four temporary positions beginning in late May 2022. These jobs will run for 18 months. 40 hours per week is expected during the summer months, with reduced hours (10-20 per week) during the fall and winter. The purpose is to assist small communities complete water lead (Pb) service line inventories. This work is vital to help the communities plan and seek funding to replace them.
 
Two teams of two interns will be based out of Brimfield, Ohio. We expect interns will work together in 8-10 hour shifts depending on the travel time to communities, generally working a split shift from 11:30 AM – 8 PM at least three days per week in order to be available to make site visits during evening hours.
 
The essential duties include:
 
  1. Work with small public water systems to identify and communicate with high-risk property owners to plan and schedule private property inspections of water service lines.
  2. Perform inspections of drinking water service lines and water meters on private property to confirm the presence of lead and galvanized steel service lines. This will often include entry into the basements of homes and small businesses.
  3. Survey property owners to capture other demographic data of interest to public health professionals and potential funding agencies.
  4. Operate mobile devices in the field to record data and photograph water service lines and meters.
  5. Safely drive up to 1-4 hours round trip to reach communities to complete field work.
  6. Assist in preparing customer education materials and communicate with residents during inspections about public health hazards associated with lead, backflow and cross connections.
  7. Directly communicate with water department staff to ask questions and keep them informed about the progress of inspections.
  8. Perform basic GIS and spreadsheet data-entry.
  9. Assist in preparing inspection reports, community asset inventories and lead service line map updates.
  10. Assist in field work for condition assessment projects, as needed.
  11. Other duties and responsibilities as directed by supervisor.
 
Candidates must have completed one year of college and be enrolled in a 2 or 4 year degree program. The ideal candidate will have at least 2-years post-high school education, pursuing a 4-year or master’s degree in any of the following areas: Environmental Health/Public Health, Community Development, Water/Sewer Utilities, Environmental Studies, Social Work, Public Administration, Geography, or similar areas of study. Some coursework or experience using ESRI software, GIS mobile applications or GPS equipment is helpful.
 
Candidates must have a good driving record. They must be self-starters who can work with minimal supervision. A drug and alcohol test and criminal background check will be required. Internships do not offer benefits or paid time off, however, all mileage will be reimbursed at the federal mileage rate. Full COVID-19 vaccination is required for employment at GLCAP.
